The best way to use PhotoQt on Linux Mint is to use the provided Snap package.
PhotoQt is also available in the official repositories (in universe, typically an older version) and through a custom PPA (typically more up-to-date, but not always on the latest). If the snap is not a viable option then this might be a good second (or third) option.
To add the custom PPA, open a terminal and type the following one line at a time (don't include the dollar symbol):
$ sudo apt-add-repository ppa:lumas/photoqt
$ sudo apt update
$ sudo apt install photoqt
