PhotoQt now available (again) on Windows

I had tried to get a working Windows installer together for 2.0 and 2.1, however, I had a hard time getting something even remotely working out of my cross-compiler from Linux.

Over the past few days I tried tackling this problem via a different route: I installed a full toolchain (Qt5 + compiler + various libraries) on an older Laptop running Windows 10. It took a little bit of tinkering, but it was rather exciting to eventually see PhotoQt running again on Windows! Thus, if you are running Windows, I highly recommend updating PhotoQt from the previous Windows release (1.7.1) to the latest one (2.1.1). I'm sure you wont be disappointed!
