PhotoQt can be installed from various places. It is in the official repositories (universe) though this might be an older version. The latest version can always be installed as a Snap package (see here for instructions) for all distributions, or as standard application through the PPA below.
To add the PPA for PhotoQt (and also PreviewQt), open a terminal and type the following one line at a time (don't include the dollar symbol):
$ sudo apt-add-repository ppa:lumas/photoqt
$ sudo apt update
$ sudo apt install photoqt
