Good news for all Fedora users, PhotoQt is now in the stable repositories of Fedora 23 + 24 and also in Rawhide:

If you are still on Fedora 22, you can install the old version v1.3 of PhotoQt from the build service hosted at opensuse.org.
Simply open a terminal and run the following three commands as root:
(of course, without the #; and ignore any possible linebreak in the URL)

# cd /etc/yum.repos.d/
# wget http://download.opensuse.org/repositories/home:zhonghuaren/Fedora_22/home:zhonghuaren.repo
# yum install photoqt
